Risk Evaluation and Assessment

The Common Safety Method for Risk Evaluation and Assessment (EU Commission Regulation 402/2013) requires that all changes to the railway system, including the introduction of new or modified rolling stock or infrastructure systems, or changes to routes or operations, should be assessed to ensure that they do not import unacceptable risk to the railway. Where a change is deemed significant, a structured risk assessment and mitigation process is mandated to ensure that residual risk is reduced ‘so far as is reasonably practicable’. If the change is deemed significant, an Assessment Body must be appointed to confirm that the correct process has been followed and that the results are suitable.
